		One foundation stone of the city hall was laid 
		by Cllr. Holdengarde, (who built Holdengarde Castle in Hillside and 
		founder Hogarth Engineering) on 14th June 1939. The clock and chimes 
		were presented by Mrs. E. L. Wynne and were set in motion by her on 4th 
		November 1940 on the same day that Lady Stanley (the Governor's wide) 
		unveilled the bas-relief which pictured the indaba with Rhodes and the 
		Indunas, which was located over the door to the council offices at the 
		base of the tower.

		The Clock Tower is the only part of the then-Town Hall offices which had 
		a proper ceremonial opening, on 4 November, 1940. At 1200 precisely the 
		clock and chimes were set in motion by Mrs E.L. Lynne who had donated 
		them and in whose honour they are named the Elwyn Chimes. Originally, 
		the chimes did not sound between 2000 and 0615 out of consideration for 
		people staying in nearby hotels or in restaurants.
